GB/T 21782的本部分规定了粉末涂料爆炸下限的一种计算方法，即粉末涂料的粉尘在空气中能形成一种爆炸混合物的最低浓度。计算时，需基于ISO 1928：1995所测得的产品总热值，或基于产品各组分的总热值。
为了获得可靠的测量数据，就需要一种专门仪器来测定空气中可燃粉尘的爆炸指数，此方法在ISO 6184-1:1985中有描述。但这种仪器不易获得，并且该方法非常复杂，不仅要具备专业知识，而且费用也比较大。经验表明，该计算方法得出的爆炸下限应用在涂料作业场所时还是令人满意的。
