本标准是特定产品认证制度的通用指南。
本标准适用于通过对产品样品的初始检测、对相关质量体系的评审和监督以及通过对从工厂和(或)市场获得的产品样品进行检测实施监督，以确定产品符合特定要求的第三方产品认证制度。本标准还提出了使用符合性标志的条件和授予符合性证书的条件。
本制度对应GB/T 27067—2006中描述的产品认证制度5。
附录A给出了第三方认证制度的典型的认证规则内容清单。
