本标准规定了土方机械的钥匙锁起动系统或其他类似功能装置的性能要求和位置，其目的是防止未经许可起动土方机械。
本标准适用于GB/T 8498中定义的各类土方机械。
本标准规定的钥匙锁起动系统不能为土方机械司机的授权提供保护，也不能防止机器的滥用、毁坏和盗窃。
