本标准适用于核电站用1E级电缆和电线，本标准也适用于核电站1E级设备内的电缆和电线。
核电站用1E级电缆包括电力电缆、控制电缆、通信电缆、仪表电缆、热补偿电缆等种类。各种电缆其使用工况以及功能特性各有区别，与电缆种类相关的核电站1E级特别要求由后续产品标准加以规定，本标准仅规定了核电站用1E级电缆的通用要求和最基本的1E级质量鉴定要求。
