本标准规定了在微波频率下利用双谐振器法测试超导体表面电阻的方法，测试目标是在谐振频率下RS随温度的变化。改进型镜像介质谐振器法，作为另外一种可选用的方法，在附录B中给出。
本标准适用于表面电阻的测试范围如下：
--频率：8 GHz<f<30 GHz；
--测试分辨率：0.01 mΩ（f = 10 GHz）。
测试报告给出在测试频率下的表面电阻值，并且给出利用RS ∝ f 2的关系折合到10 GHz的值。
