本标准规定了饲料生产过程中生物、化学和物理性危害的识别和评价，关键控制点的识别、确定和控制（HACCP管理)的通用原则；并给出了为执行上述原则应首先实施的饲料企业良好操作规范（见附录A）。
本标准为添加剂预混合饲料、浓缩饲料、配合饲料、精料补充料生产企业实施HACCP管理提供了指南。
