本标准规定了内燃机用回弹式绳索起动装置的安全要求，可适用于陆用、轨道牵引和船用往复式内燃机，但道路车辆及航空用内燃机除外。本标准也可适用于筑路机械、土方机械及目前尚无合适标准可以使用的其他用途的内燃机。
本标准除规定安全要求外，还包括遵守这些要求的检验方法。
本标准仅涉及安装及使用回弹式绳索起动装置时的相关危险。
