GB/T 23717的本部分定义了内部含有对振动与冲击敏感设备的建筑物的测量、分析计算以及振动与冲击资料数据报告的编写方法，该方法适用于将要建造的建筑物的量化研究和已有建筑物的评价。
当评价的振动涉及到制造商采用的标准和通用振动标准时，获得准确的振动数据、分析方法和采用统一的报告编写方法是必要的。预期的振动水平可查阅IEC 60721，设备的检测过程可查阅IEC 60068。
