GB/T 23723的本部分提出了起重机安全使用方面的要求，包括起重机的安全工作制度、管理、计划、选型、安装和拆卸，起重机的操作和维护以及司机、吊装工和指挥人员的选派。
本部分不适用于人工操作(无动力驱动)或至少部分由人工操作的起重机以及安装在船上的起重机，但陆地用起重机临时在船上使用的情况除外。
