GB/T 23723的本部分规定了塔式起重机(以下简称塔机)的安全使用要求。本部分应与GB/T 23723.1 结合使用。
本部分包括：塔机的安全操作规程、管理、计划、选型、安装与拆卸、专用基础、操作与维护及司机、吊装工、指挥人员的选用。
本部分不适用于人力驱动(非动力驱动)的塔机，也不包括至少有一种动作是人力驱动的塔机。
