GB/T 24338的本部分规定了整个轨道系统（包括城市轨道交通系统）对外界发射（简称“系统发射”）的限值和测量方法。
本部分适用于整个轨道系统但不包括整个注：对于发射不会影响到地面的地下轨道系统，没有必要测量该轨道系统对外界的发射。
本部分的具体规定与GB/T 24338.1的通用规定一起使用。
