本标准规定了包括附录B 表B.1所列出的残障人员在内的人员安全和独立地接近与使用电梯的最低要求。标准适用的电梯符合表1最小轿厢尺寸的要求，且设置动力驱动的自动水平滑动轿门和层门。本标准考虑了使用GB/T 13800—1992和GB 12996—1991规定尺寸的轮椅车的人员对电梯的可接近性。本标准规定了附加技术要求，以减小第4章中所述的残障人员使用电梯时易发生的伤害。
