本标准适用于在中华人民共和国境内生产、销售和使用的洗涤用品，包括食品、食品工具和设备用洗涤剂，个人清洁用洗涤剂，以及其他用途的洗涤剂。
本标准不适用于以有机溶剂为主要成分的干洗剂类产品，也不适用于一些为特殊用途制造的工业洗涤剂。
