全国危险化学品管理标准化技术委员会(SAC/TC 251)
对于制造、测量和监视设计型式经批准的危险货物包装（packagings）、中型散装容器（intermediate bulk containers, IBCs）及大包装（large packagings, LP），本标准规定了其适用的质量管理规定的指南。
本标准并非一个孤立的标准，只准许与GB/T 19001—2008配套使用。
本标准不适用于设计型式试验，后者应见联合国《关于危险货物运输的建议书 规章范本》［1］（以下简称《规章范本》）6.1.5、6.5.4和6.6.5。
