本标准规定了酚类消毒剂的原料、产品质量、应用范围、使用方式、检验方法、标志和包装、运输和贮存、标签和说明书以及注意事项等要求。
本标准适用于以苯酚、甲酚、对氯间二甲苯酚、三氯羟基二苯醚等酚类化合物为主要原料，采用适当表面活性剂、乙醇或异丙醇为增溶剂，以乙醇或异丙醇（或）水作为溶剂、不添加其他具有杀菌成分的消毒剂。
本标准不适用于其他单方或复方酚类消毒剂。
