本标准规定了婴儿及成人用纸尿裤、纸尿片、纸尿垫(护理垫)的产品分类、技术要求、试验方法、检验规则及标志、包装、运输、贮存。
本标准适用于由外包覆材料、内置吸收层、防漏底膜等制成一次性使用的纸尿裤、纸尿片和纸尿垫(护理垫)。

本标准不适于成人轻度失禁用产品，如呵护巾等。
