本标准规定了极低水平放射性废物（以下简称极低放废物）填埋处置的基本要求，包括处置原则，填埋处置活度浓度指导值，以及专设填埋场的选址、设计、建造要求和填埋场的运行、关闭要求。
本标准适用于核动力厂、核燃料循环设施的运行和退役以及核技术利用活动所产生的极低放废物的填埋处置。
本标准不适用于铀（钍）矿冶产生的尾矿、废石的处置。
