GB/T 28221的本部分规定了灾后过渡性安置区（以下简称安置区）基本公共服务的基本原则、服务体系、管理委员会、服务人员、服务设施和服务质量。
本部分适用于规模达到1 000人以上、存续时间3个月以上的安置区内的基本公共服务，其他规模较小、存续时间较短的安置区可参照执行。
