本标准适用于公称尺寸5 mm～150 mm的热轧棒材和盘条的表面质量等级。经供需双方协商，也可用于公称尺寸大于150 mm的热轧棒材和盘条。
本标准适用于工程用钢，经供需双方协商，也可用于结构钢或工具钢。
本标准不包括对表面脱碳层深度的要求。
