本标准规定了用于公路电子收费中车载单元（OBU）的媒体访问控制（MAC）地址、OBU序号、路侧单元（RSU）的BeaconID、发行方标识、OBU的合同序列号、CPU用户卡的卡号等关键信息的编码规则。
本标准适用于公路电子收费系统，车辆出入管理、城市道路收费等领域可参照使用。
