本标准规定了传输速率为千兆比特的基于以太网方式的无源光网络(EPON)系统的参考模型、业务承载能力和性能指标、接口类型(CT)、系统功能与协议、操作维护管理以及设备电气安全等方面的要求，并对EPON系统的PMD子层、RS子层以及MPCP、OAM协议进行了详细规范。
本标准适用于公众电信网环境下的EPON设备，专用电信网也可参照使用。
