GB/T 29265的本部分规定了设备在资源共享协同服务的基础协议上实现服务质量有保证的业务流传输和控制规范，解决IGRS网络中设备互连互通时的延时和阻塞，通过控制和协调并发的业务流来保证IGRS网络应用的实时性和有效性，以及在IGRS服务质量的基础上，利用超宽带技术实现数据传输时在超宽带网段内的服务质量适配规范。
本部分适用于同一IP子网内的IGRS设备在一定范围内通过有线或无线的方式实现数据流的资源共享和协同服务。
