本标准规定了传输汇聚(TC)层采用GPON封装模式(GEM)的吉比特无源光网络(GPON)系统的参考模型、设备功能结构、光网络要求、业务承载能力和性能指标、业务接口类型、PON接口、功能与协议、保护与安全、承载同步信号、操作维护管理以及设备电气安全要求。
本标准适用于公众电信网环境下的GPON设备，专用电信网也可参照使用。
