本标准适用于400总吨及以上且在表1所列的12种国际航行海洋运输船舶、表2所列的3种国内航行海洋运输船舶和表3所列的6种内河运输船舶，不适用于这些船舶类型中具有柴油电力推进、透平推进或混合式推进系统的船舶。
