本标准规定了稳定性肥料的术语和定义、要求、试验方法、检验规则、标识、包装、运输和贮存。

本标准适用于添加脲酶抑制剂和(或)硝化抑制剂的含氮(含酰胺态氮/铵态氮)稳定性肥料(添加脲酶抑制剂的肥料必须含尿素)。

本标准不适用于通过改变肥料的结构或者在肥料颗粒外包膜而生产的肥料、氮源仅为硝态氮的肥料。
