本标准规定了燃气蒸汽联合循环余热锅炉的参数范围和性能要求，以及设计、制造、安装、使用、试验、验收和质量责任等的技术要求。
本标准适用于蒸汽压力不小于2.4 MPa，且以水为介质的燃气蒸汽联合循环余热锅炉；适用于补燃或不补燃型余热锅炉。整体煤气化燃气-蒸汽联合循环（IGCC）系统余热锅炉可参照执行。
