本标准规定了水泥窑协同处置固体废物的术语和定义、协同处置固体废物的鉴别和检测、处置工艺技术和管理要求、入窑生料和水泥熟料重金属含量限值及水泥可浸出重金属含量限值、检测方法及检测频次等。
本标准适用于水泥窑协同处置危险废物、生活垃圾(包括废塑料、废橡胶、废纸、废轮胎等)、城市和工业污水处理污泥、动植物加工废物、受污染土壤、应急事件废物等固体废物的生产工艺过程、产品的控制及管理。
液态废物(排入水体的废水除外)的处置可参照本标准执行。
