本标准规定了普通高等学校安全技术防范系统的基本要求、防护要求、系统技术要求和检验、验收、维护要求。
本标准适用于按照国家规定的设置标准和审批程序批准设立的全日制普通高等学校（含民办，以下统称学校 ）新建、改建、扩建的安全技术防范系统。其他高等教育机构（学校）可参照执行。
