本标准规定了工业园区循环经济管理的总则、方针、规划、实施、检查、改进等方面的要求。
工业园区不仅局限于国家级经济技术开发区、国家级高新技术产业开发区、国家级保税区、国家级进出口加工区和省级各类开发区，还包括工业集中区及以大型企业为核心的工业聚集区。
本标准适用于工业园区管委会（以下简称“管委会”）开展循环经济管理工作，以大型企业为核心的工业聚集区也可参照执行。
