本标准规定了采用钻孔法测定金属材料各向同性线弹性材料近表面残余应力的试验概述、测量设备、测量步骤、应力计算常数的标定、测量误差的修正等。
钻孔法适用于测量金属材料面内应力梯度较小的应力状态，这种状态下的残余应力可能沿深度方向无变化，近似为常数（均匀应力）,也可能沿深度方向有明显变化（非均匀应力）。由于采用钻孔方式仅能测定材料近表面的平面残余应力，因此钻孔法仅能测定所钻孔洞边界内局部残余应力的大小。
