本标准适用于办理城乡居民基本养老保险的各级社会保险经办机构（以下简称“社保机构”）、乡镇（街道）劳动保障事务所（以下简称“事务所”）、行政村（居）民委员会协办人员（以下简称“协办员”）、合作金融机构。
