本部分适用于发电企业温室气体排放量的核算和报告，以电力生产为主营业务的企业可按照本部分提供的方法核算温室气体排放量，并编制企业温室气体排放报告。如果发电企业除电力生产外还存在其他产品生产活动且存在温室气体排放的，则应按照相关行业的企业温室气体排放核算与报告要求进行核算并汇总报告。
