本标准旨在规范断裂控制技术和机械损伤控制技术在航天结构中的应用，使航天系统在工作和使用过程中达到高水平的可靠性和安全性，保障航天任务的成功。本标准适用于以断裂为主要失效模式的金属、非金属或复合材料结构，以及可能遭受机械损伤并因此而导致承载能力下降、甚至提前失效的复合材料结构。本标准不适用于已知缺陷的处理。
