本标准规定了供地面、内河或沿海作移动通信或固定通信专用网络使用的，工作频率在25 MHz～1 000 MHz范围，信道间隔为12.5 kHz，采用时分多址或者频分多址技术的专用数字对讲设备的主要技术参数、限值要求、测量方法及空中接口协议等内容。
本标准适用于专用数字对讲基站、转发台、移动台（车、船载台）、手持台等设备。
