本标准规定了城镇供热服务的术语和定义、总则、供热质量、运行与维护、业务与信息、文明施工、保险与理赔及服务质量评价。

本标准适用于以热水为介质供应民用建筑供热系统参与供热过程各方应达到的服务要求，包括：

a）〓城镇供热经营企业向热用户提供的供热服务；

b）〓热用户合理用热；

c）〓热用户、相关管理部门及机构对供热服务质量的评价。
