本标准规定了水套加热炉的术语和定义、基本参数、型号编制方法、材料、设计、制造、安装、调试与运行、检验与试验、安全附件与仪表以及燃烧设备与辅助设备等方面的通用技术要求。
本标准适用于使用固体、液体或气体作为燃料，通过水套内的水加热原油或其混合物，水套的额定工作压力小于0.1 MPa且最高工作温度小于120 ℃，换热管内被加热介质最高工作温度低于标准沸点的水套加热炉。
