本标准规定了传输速率为千兆比特的，基于以太网方式的、无源光网络(EPON)设备的系统配置、测试参考点及该设备的OLT/ONU线路传输光接口、网络侧接口和用户侧接口、传送性能、功能、网管、设备安全等的测试方法。
本标准适用于公众电信网环境下的EPON设备，专用电信网也可参照使用。
