本部分适用于指导用户端能源管理系统设计、开发、建设、运维及管理。
注： 用户端使用包括电、水、气、热、冷等各种形式的能源。电能是用户端最常用的能源形式，其信息化管理对用户端其他能源具有代表性意义。为表述简洁，本部分关于用户端能源管理系统的要求主要通过电力能源来描述，但不限于电力能源管理，也适用于其他能源的管理。
