本标准规定了港口集装箱箱区（以下简称“箱区”）的基本条件和要求、箱区堆拆垛、装卸机械和车辆的行驶、抵御灾害性气候等操作和安全要求。

本标准适用于港口集装箱箱区。专为港区配套的港外储存集装箱箱区可参照使用。

本标准不适用于危险货物集装箱和集装箱拆装箱作业。
