本标准规定了燃料电池电动汽车用燃料电池堆在氢气安全、电气安全、机械结构等方面的安全要求。

本标准适用于车用质子交换膜燃料电池堆。本标准只涉及对人体和燃料电池堆外部产生的危险，不涉及对燃料电池堆内部的保护，假设这种内部损害不会对燃料电池外部产生危害。
