本标准规定了并网发电厂辅助服务的提供、调用、计量、考核与补偿等应遵循的基本技术要求和基本原则。

本标准适用于参与电网运行的并网发电厂（含自备发电厂）、省级及以上电力调度机构。省级以下电力调度机构可参照执行。

本标准不适用电力现货市场及电力辅助服务市场。
