本标准规定了社会流通领域废铅酸蓄电池（以下简称废电池）的收集、贮存、运输、转移等环节的运行技术及管理要求。
本标准适用于来自“社会源”废电池的回收和管理。
本标准不适用于再生利用的废电池，不适用于返厂再使用的旧铅酸蓄电池。
