本标准适用于为就业年龄段智力、精神及重度肢体残疾人提供的托养服务。
本标准不适用于为精神残疾人中的特困人员、流浪乞讨人员、低收入人群、复员退伍军人等特殊困难群体提供集中救治、救助、护理、康复和照料等服务的社会福利机构。
