本标准规定了压力型水电解制氢系统（以下简称制氢系统）的危险和有害因素、安全基本要求及其在环境条件、系统组件、运行维护、作业人员和应急处理方面的要求。
本标准适用于工作压力大于或等于0.3 MPa且小于或等于5.0 MPa的碱性水电解系统和质子交换膜水电解系统。
注： 在本标准中，压力均指表压力。
