2010年1月1日及以后新建货船应提供规定的船舶应急拖带程序，所有客船应在2010年1月1日以前提供规定的船舶应急拖带程序。按照SOLAS公约第II-1/3-4条，2010年1月1日之前建造的货船宜在2012年1月1日前提供规定的船舶应急拖带程序。
