本标准确立了起重机总体、结构、机械、电气与安全等部分设计应共同遵守的必要准则，规定了设计、计算要求和方法，并可作为对设计进行分析和评价的技术依据。
本标准适用于桥架型起重机、臂架型起重机和缆索型起重机，但不涉及上述起重机设计的特殊问题。
