本标准提供了风力发电场时间可利用率、服务产出可利用率性能指标的计算框架，描述了数据类别方法，并给出了应用这些数据计算可利用率指标的示例。
<br/ 本标准将GB/Z 35482-2017和GB/Z 35483-2017模型中的术语和定义应用到风力发电场。
<br/ 本标准的基本方法是假设可将整个风力发电场建模为单台风力发电机组，以代表整个风力发电场。该风力发电场为并网点处所有的风力发电机组、功能性服务及风力发电场配套设施组成的集合体。
本标准的目的，不是规定时间可利用率和服务产出可利用率的计算方法，也不为功率曲线性能测量提供依据；关于功率曲线测量，见IEC 61400-12。但其附录宜为可利用率指标计算方法提供详例和指南。
