本标准规定了对电子商务产品总体质量水平进行估计的调查抽样方法，包括确定质量监测对象及质量特性、确定监测总体和构建抽样框、抽样方案设计、实施网上抽样方案、样品检测和结果计算等内容。
本标准适用于电子商务环境下，以分立个体类产品或定量包装散料为监测总体的产品质量水平估计。
本标准不适用于验收抽样检验以及质量监督抽样检验。
