本标准规定了面向智能工厂、工业自动化系统的时钟同步系统的基本组成、配置和组网原则，规定了时钟同步系统的术语、定义、功能、要求，以及时钟同步系统管理的方法，同时规定了时钟同步系统的测量试验条件、测量项目、测量方法以及测量目标和测量周期等要求。本标准适用于工作在GB/T 9387.1规定的开放系统互连基本参考模型第1层~2层或第1层~3层，且物理层符合IEEE 802.3规范，数据链路层符合IEEE 802.1D和GB/T 15629.2规范，网络层符合国际互联网工程任务组(IETF)IP协议簇规范的工业以太网交换机。
