全国锅炉压力容器标准化技术委员会(SAC/TC 262)
1.1 本标准规定了公用管道（燃气管道和热力管道）的材料、设计与计算、制作与安装、检验与试验、安全运行与维护等与安全相关的基本要求。
1.2 本标准适用于以下城镇燃气管道和城镇热力管道：
a） 燃气管道：由门站、储配站、各类气源厂站等燃气厂站至用户之间或厂站之间公用性质的燃气管道及其附属设施。附属设施包括线路阀室、调压站（含调压箱）、凝水缸等，详见图1。
b） 热力管道：由热源出口分界点至热用户（民用或工业）进口分界点之间，敷设在城镇范围内的蒸汽管道和热水管道及其附属设施，详见图2。其中蒸汽介质设计压力小于或等于2.5 MPa，设计温度小于或等于350 ℃；热水介质设计压力小于或等于2.5 MPa，设计温度小于或等于200 ℃。
1.3 本标准不适用于以下燃气管道和热力管道：
a） 燃气系统中厂站内（调压站除外）的燃气管道和热力系统中厂站内（热力站和热分配站除外）的热力管道；
b） 工业用户内部燃气和热力管道（以厂界划分）；
c） 商业和居民用户内部燃气管道（以用户引入管阀门为界）和热力管道（以热力入口为界）；
d） 燃气和热力设备内部管道。
